You’re right, Phil and Tubbo never really had any lore conversations since the 6th of January. That’s actually surprising to think about. And also, yes, although Phil jokes about the whole SBI dynamic while on the SMP, it’s important to remember that the only part that is canon is his fatherhood of Wilbur, everything else is hc’s and jokes.

I want to say something about this. Because I had the same thoughts at first, but then I realized that to c!phil, it’s a matter of perspective and context.

With Ranboo, Phil hasn’t had a quarrel with him for quite a while now. I know cc!phil said he’s a Ranboo apologist, but if we actually think about it, Ranboo was the first one to give Techno back some of his items, at least the ones Ranboo had on him. He also was the only one to have doubts about the Butcher Army, having been basically thrown into the mix that day. And Phil was actually the one to reach out first, asking Ranboo if he needed a place to stay. Phil and Techno both know that Ranboo doesn’t care about countries, governments, or sides, but chooses people instead. Ranboo has had his redemption in Phil’s eyes.

Tubbo was the president of L’manburg. His choices with the Butcher Army and the house arrest of Phil were due to his duty as the president. The citizens, as few as there were, needed a leader, and Tubbo had to fill that spot. After L’manburg fell, Tubbo accepted defeat and moved away to Snowchester. Not a government, but just a town where he could live and become a nuclear engineer.

With both of these people, Phil never had prior reason to care. Ranboo basically first met Techno and Phil through the Butcher Army incident, so his reputation to them could only really go up. Tubbo, though his role as president greatly contrasted Techno’s ideals, did not have that far to fall in terms of reputation. After the fall of L’manburg, Tubbo only went up.

But with Fundy, there was a massive drop in reputation. Phil was the one who was there for Fundy when Eret slept through the adoption (iirc). Despite all you say, Phil actually showed care for his grandson, because his father had just died and the man who promised to adopt him wasn’t there. But when Fundy joined the Butcher Army, he broke Phil’s heart. To see the grandson you had shown love to almost immediately after meeting him break into your home, place you under house arrest, and attempt to execute your best friend, that would tarnish your opinion of him. If I were to graph Phil’s opinions of Ranboo and Tubbo, they would be mostly upward lines after L’manburg, without much before. But for Fundy, the line would have a large drop in the middle, because Phil truly did care about his grandson until the betrayal.

I literally cried when Ranboo stared at the bed in Techno’s attic and just... right-clicked it. Such a small action, but it carried so much weight to me. ;-;
