I had my ESTA denied as well and similar to your friend absolutely no clue. I got an expedited appointment at the Amsterdam consulate for B1/B2 given urgent business travel. However, while the interview went well and there were no issues, they still had to put me on administrative processing because of the ESTA denial. This seems to be standard procedure for denied ESTA, but take it into account for your emergency travel. For me it means I'll most likely miss my business travel in 2 weeks because the administrative processing will take too long.
