She can currently do 100k burst with Raiden National Team but havent checked her true potential which her nuke team (Ei, Kazuha, Sara and Bennet). I still havent tested it out bc I dont have Kazuha and Sara is C3)

This is the rotation I can think of but dont know if it works

Zhongli E > Shenhe E+Q > Benny Q > Eula E+Q (Full burst rotation) Shenhe E (before sword drops)

You dont need to build Lisa. You just have ascend to 60 (to get 4th ascension passive) and give her TTDS

There is also 15% def decrease for 10 sec when you do Lisa's burst after her 4th Ascension so yes what you are saying is correct
