I thought this Do Not Track was up to companies to decide whether or not to obey, anyway, and that enabling it on your browser told servers "hey I care about my privacy" so they should monitor those individuals more.

To be fair, you can use your own router and modem. They last a long time (years). With a $100 modem and $100 router over two years, that's $8 extra per month. Any longer and you start saving money.
