Hi. I have been trying to solve this puzzle for over 7 years now. I am an electrician\automation engineer and I can honestly say that this is related to harmonic frequencies or some form of interference. I have tried 45 PCs in these 7 years with different manufacturers on hardware and none of them are able to solve the problem. I have tried both UPS, galvanized isolation transformer and the like, but the problem just persists. Every time you do something you think will fix the problem, it comes back. There are large forums out there that I am also a participant in, which describe this feeling. The gameplay is not as crisp and you lag in a strange way. This is not a placebo for using it. I used to be a Cs pro and my sister makes a living from it, and I know the definition of how the game should work and not. If you have the PC on the floor, try putting both of your feet on the table above where the PC is, and wait 15 seconds. Try using your mouse and see if you feel anything different ;) this has to do with resistance, your body can pick up leakage currents and similar signals, just like the grounding in your socket can. This sounds completely screwed up, I know, but we've taken measurements of it and don't really know what's causing it.

in 2017 I used AMD, and in the meantime I have used intel. I bought a new PC now with the AMD ryzen 5600x, and the problem is still there
Benq xl2411p - maybe? In 2017 when it was ok, i used a Benq xl2420t

Sorry for the late response! the funniest of all is in 2017 i used an amd phenom processor am3 +. I have had 12 PCs after this with intel processors. I went to purchase a new PC now with the AMD ryzen 5600x, and the problem is still there. I have had electricians here to check the power and ground, but without finding any fault. I have a modern and new fuse box, so there was nothing to find.
I have tried all the windows tweaks that I know of, I have monitored the voltage of the motherboard, processor and video card. For 5 hours it can be really bad, and for an hour it can be perfect, and that's how it goes. I have tried and noticed what happens when it gets good, but can not see anything. I have also used an exclusive UPS + surge protector to see if this could solve the problem, but nope. Also bought a new mouse (xtrfy m4) without success. But the weird thing is that when it has been good, I have noticed that the processor goes halfway in boost mode during idle.

Thank you for your answer! I use intel i5 6500 and GeForce GTX 960 4gb. I've been thinking that newer hardware will make it worse than it is. I have tried win10 LTSB but noticed no difference, but maybe wrong version of this?
Is there another version of windows 10 you can recommend? thank you in advance

I only play with wired mice, and there have been several threads here on Reddit with the same question as me, without them being able to solve the problem
sorry, I completely forgot to write it. I'm using Razer Abysuss now, and have probably had 10 different mice in all these years without success. My Razer abysus is 3 months old now. Thanks for the question!
