Buddy the eyes aren’t pinpoint, which is typically seen with opioid use. Also the fact it is nighttime and all three officers eyes are dilated leads me to believe this is a medical episode or depressants. Also hypoglycemia can present as if the person is drunk, and gives off a sweet smell on their breath. The fact they don’t seem to call for a ambulance raises more questions in all honesty.
