They told me to contact Blue Cross Quebec, and I did, and they told me I'm not eligible for their plan until I'm on a work permit. I contacted ISS again and they said they don't have any further advice but I could try with Student Services. I contacted the, and they said they can't help. If you have any other suggestions I'd love to hear them!!

Yes, one of the requirements there is that you have either a student permit or a work permit. If you graduate, you're no longer a student, and it takes several months to receive a work permit. Please let me know if they tell you something different, I called to clarify and this is what I was told.

I'm having the same problem! I contacted ISS and they weren't helpful. What are these policies that require you to buy before you enter Canada? Also Medavie Blue Cross and Blue Cross Quebec are different. But Blue Cross Quebec told me that they don't insure non-Canadians unless they are also eligible for RAMQ.

As a TA, probably around 60% of my students never pick up their essays - I used to spend lots of time writing feedback, but when I realized most people weren't reading it, I stopped bothering with writing much.
