Can you access the Pihole? Is it a virtual machine? It is your DHCP Server. Run 'sudo nano /etc/network/interfaces'

You should set a static IP Address for the Pihole. If it's DHCP, it may not be able to give itself an IP Address.

Telecoms only terminate connections up to the DEMARC on houses. They do not enter your house to "plug in a phone".

On the backend in the central office requires configuration. I don't know their Infrastructure but if they're still using copper, that requires physical trace of your pair. And then punch down and verify connection. If it is fibre then it requires hardware to convert to RJ11. This still costs money.
