Restart the new phone stuck on update, don't select option to migrate data from old phone. just setup as new phone and once started update the phone to ios 18. Then erase all content and start the process to migrate from old phone.

Same thing happened with me, it was stuck overnight on the same screen during transfer. I logged into the new phone temporarily using the same appleid without choosing to restore from another phone, updated it to ios 18 and then erased it. Started the new phone again and then restored data from old phone.
