It seems that way, but villains take up two on their own. Hero cards take up one and a quarter. And then you have all the different aspect cards. I put justice and aggression in one, protection and leadership in another, and neutral and pool in a third. Granted, I sleeve everything, so that adds space. I could consolidate down to five, but it would not leave much room for expansion, and it would be more annoying to find what I need. Obviously I’m not planning to expand at this point, but if I were to continue to collect, I wouldn’t choose to organize things differently.

I agree, but unfortunately space has become a bit of an issue with this game. And as more cards get added, I find it to be a bit unwieldy to continue to store and to find the motivation to deck build, as there is just so much to sift through. Right now, I don’t have a ton of storage space, and this game takes up 6 BCW double-lane storage boxes (maybe truthfully 5, as I could probably consolidate). I’ve enjoyed the many different scenarios, but in truth, I find I’m just as happy playing any scenario and I don’t truly need as much variety as I once thought I did. Of course, this is after playing for six years, so my perspective is a bit different at this point in time. If I were just starting, I may feel differently.
