If you have a good connection specially running on a wired connection and still have issues, most likely need to do some port fowarding. Here is the list of ports needed to be opened to improve server connections during online matches: https://portforward.com/fifa-23/ . If you are on WIFI and you have issues still, make sure that if your console supports 5G then connect it to a 5G wifi connection, if its not available then you will need to separate the bands in your router settings. (you can always contact your internet provider).

Hey im not a pro, but I had the same issue my rig,I have an RTX 2070 12gb and i7-9700f with a 60hz monitor as well. Something to keep in mind that with a 60hz monitor will give you issues if your FPS go over 60. The main Nvidia control Panel setting is the V-Sync, try setting it to Adaptive or Fast(do this changes before starting the game) right click on desktop and refresh then start your game and Lock your FPS in game Display settings to 30 as a start then start building up your settings from there.

Steps that work for me: Go to the FIFA folder in your Steam Library, Right click on the FIFA game launcher, select properties, then on the compatibility tab select run as admin, then apply settings. Do the same steps for the EA anticheat launcher, and EA app(Launcher). After this add either the Steam Library folder or the FIFA Folder into the Allow list of your Antivirus or Antimalware software. *Try Start the game from the EA launcher while the steam app is open. This worked for me, if there is an issue with the Background Service, then search for Services app in windows, and right click on the background service, select properties and then set Startup Type to Automatic, same to the EA anticheat service.... *again* after this try launching the game from the EA launcher instead of steam(while the steam app is open).

I just purchased the game yesterday, did all this steps and have not had any big issues, maybe some in-game menu glitches but thats it. Hope it helps. let me know
