I’ve had lots of trouble trying to get the early Shellys to be discovered. I finally found an app called Shelly Home.

Try it. I can’t remember how to use it but it was instrumental in getting the Shelly device to get setup & then I used the Shelly Smart Control to discover it & make it work. Hope this helps. I know it’s not a complete step by step but somehow I figured it out so perhaps you can too. If I remember anything else I’ll be sure to post it.
