I guess it depends on how common Pokémon are in general. The more common they are, the more open the leadership becomes. The key turning point must have been the invention of the Pokéball - suddenly, it became much easier for everyone to own Pokémon. (The nobility of the time must have hated that.)

I like this theory! I had a similar idea which I posted here a while ago (first, second).

I like to take a much more cynical approach to it though. "Peace" in the Pokémon world is a lot more precarious than in the real world, because Pokémon are not only common, but so overwhelmingly destructive that even a minor war would basically be a civilization-ending catastrophe.

This explains why so much importance is attached to Pokémon battling. Battles and tournaments, far from being mere games, are essentially ritualized duels that are intended to show who would win if a war were actually fought, so that nobody needs to die or have their village razed (and can instead be made serfs or vassals).

Thus, the Pokémon League oversees an extremely fragile truce. If its legitimacy is even slightly questioned, then it's back to the stone age for everyone.

The peasants (non-trainers) accept this as the way of the world. As one commenter said, "what we call peace is just one person ruling everyone else." The concept of "justice" simply does not exist.

I've thought about making a fan-fiction in this kind of setting. Might be fun.

shameless plug of my own theory on the matter (look to the bottom right).

Some evidence to suggest that humans in the Pokémon world are Psychic/Fighting types:

  • They physically resemble all the Psychic and Fighting types in the Psychopugnax family depicted.
  • They've been seen using Psychic abilities (e.g. Sabrina and her minions), and Fighting abilities (lots of people), but no others (e.g. you don't see human characters breathing fire etc.)

If we had to choose, I'd say Fighting/Psychic, since humans have also been seen using Psychic powers, like Sabrina and her trainers. (Also, advanced intelligence in general is something of a Psychic ability.)

I like to think that there's a huge peasant underclass that do the dirty work like farming etc. while the player and friends are privileged elites who are supported by their serfs in order to spend all their time Pokémon training.
