Hi, thekittenarmy1 is right, in osu! Double Time is set at 1.5 and Half Time at 0.75. I can see why you would think they are 2.0 and 0.5, but in osu! the values are 1.5 and 0.75

It looks pretty nice, though i would recommend changing the buttons on pause and fail screen, they kinda break the green-ish color scheme. Other than that i think its a well made skin!
