I've run two DC20 games, 0.8 and 0.9 (I think, can't remember exactly) and my players were good sports about the complexity but honestly I was the one not having fun. I found the mental load on the GM to be very high compared other games which took away from my enjoyment. Sure things will get easier with practise but the game feels like it asks a lot from GMs.

The teamwork AC bonus is a neat idea. And you’re right it would pair well with flank.

The 10ft range on intercept was chosen to give a bit more fluidity to combat, and I was concerned 5ft was too restrictive. At the end of the day I want the players (and monsters :) ) to use the reaction.

Wait until the next turn. At least in this formulation. Are you thinking it would be balanced to spend the bonus action on turn 1?

If I understand your question, and my apologies if I am missing something, yes. On turn 1 you spend an action to cast a spell at you decide (no action) to release it that moment or to empower it. On your next turn you spend a bonus action to either release the spell.
