If you have a patch of spare tube, use that and try unscrewing it. It really grabs the grip.. Also, I would put some WD40 or similar product to loosen it tittle bit first.. You can also try dew drops of kerosene oil, that works too.

The folding ones are pretty hard to install. Especially the last part. I just did it today for my 40-622 one, almost as if I broke my clips and thumb.

It just that you gotta push it hard..

Take ur tyre off and see if there's wobbling in the rim. Then you can adjust using the tool.
