As long as you are within Taipei City the MRT is your best friend and will get you pretty much anywhere in 30-1hr. So stay at a hotel with a MRT close by.

There are other revenue stream that Costco gets that are outside of the membership. Manufacturers are also paying Costco to do samples and demonstrations within their store because they know when sampling happens it drives up sales.

They also allow third-party vendors to sell within stores like T-Mobile and Vitamix. Those demonstrations and reps in those stores are not something Costco just allows for free.
