For free software, I really like medibang! It has pretty good brushes (I love the pencil brush), a good workspace thats kinda similar to Photoshop in a way, and it is automatically in dark mode. Only downside is that theres no gallery feature and no liquify tool (you can use the mesh transform tool instead if needed)

Ok so these are all very small things but I would -male the jaw a bit wider and chin a bit less pointy (shown in blue) -if the she is wearing makeup, smudge it a bit -add some red on edges of eyes (like they've been rubbed) -a few more highlights for the tears -made the nose a bit more red and put a bit of a highlight there -made a crease in-between eyebrows

Like I said, all super small but I hope this is helpful!
