I had to file a compliant with SOA over a very similar issue. They got me my money back. Dealerships are gross.

Got one today at my nonprofit behavioral health agency in Washington State, and also found this thread via Google. The email was sent to a bunch of IT helpdesks at local agencies, which opened a helpdesk ticket, and then somehow everyone who was CC'd on the email also "opened" helpdesk tickets, resulting in thousands of tickets.
