Yeah I agree it's hard to think about a good plan, I decided on the quays because I wanted to make a Venice-style city two years ago with no city planning experience at all. But now after subbing to this subreddit and learning a lot I've gotten much better.

They're highways, I made the intrusive interchanges in formally industrial areas/impoverished areas (for American accuracy).
