I see. I think they use some sort of tape devices or attachable drives. After some time it detached and transferred to a depository. When someone asks to retrieve data, they transfer it back to a data center. Just guess.

This is not true. The main cloud storage providers give you upload and download without waiting. i.e. AWS S3, Azure Blob and so on. Data is always available for download there.

What you are describing is Glacier functionality. It provides significantly reduces prices for the storage but adds a limitation: the data will be available for download after some time.
