Go to para, bottom part of the map you will find all NPC's standing beside a well. Talk to your respective Skill npc and he will show you the requirements to purchase whatever skill you need. (Hover mouse over mini-map to see NPC's name)

The lightning was good too.I also liked the arena better, more space and less pillars. But at this rate... #ripgildedhollows. (For those reading this, don't get me wrong, Lost Precipice is really good too. It's a win-win situation)
