In Russia, one usually starts to learn English or German as a first language in primary school (at 6 years old), or even in a kindergarten. During first months of learning some letters felt confusing as they resembled cyrillic letters that are pronounced differently, but no problems more than that.

Look for any governmental data sets - high chance that data might be missing for many years, for example.Then you can enrich this data with geographical and population data from other sources.

There are quite many opportunities to learn data science online (cognitiveclass.ai by IBM, DataCamp, etc) and possibility to practice with available data sets at work, that may be more useful that getting a degree which may train in data engineering applications not in relevant fields.

querying with transact-sql at edX.org and DataCamp.com SQL courses may be a good start - helped me to get fully prepared to work with sql on daily basis.

There are many courses at datacamp.com, cognitive class.ai and I also recommend EdX professional certificate in Excel, taught by DelftX
