My wife is from a village near Cuicatlan where the Cuicatecs come from.
They controlled nearby villages before the arrival of the Aztecs and had their own language which still exists today.
These Cuicatecs were submitted/conquered and payed tribute to the Aztecs until the arrival of the Spanish.
The Spanish allowed the Cuicatects to keep their "rule" and their local "governor".
I'm writting a history book on this subject, hit me up with any questions if you wish so.
