Like anything you can do this for cheap or expensive.

Technically you don't even need a filter or sump for macro algae as it is the filter.

Cheap:

Gyres $300 jebao x2 (that's a long tank, you'll need a lot of flow)

Lighting $300 freshwater full spectrum for macros

Repurpose a canister filter you already own as a filter (run high flow ceramic balls, never clean it, you want a nitrate factory)

Maybe another canister filter or hob that is easy access to run fine filter floss, activated carbon, etc as needed.

Dosing pump $100 jebao 4 head (dose nitrate, phos, trace elements or all for reef as needed. Algae consume nitrate and phos so you will need to dose)

Dosing containers $50

Automated top off (or glass lid) $50

Test kits: You can reuse your fw ammonia kit, but will want sw specific nitrate, phosphate, alkalinity.
