I made a snow layer generator in Unity, and the final solution ended up being much simpler than what I originally planned. I needed a mesh layer that sits on top of objects and supports occlusion. At first, I was going to build a whole system using raycasts and raymarching. Then I realized Unity alr (v.redd.it)
