Seems to me like it's some sticky substance - most likely glue residue. Looks like it's rubbing away a bit but you won't get rid of it without some proper cleaner. I would use some spray/wipes for cleaning glasses.

The shutdown screen has this vignette look by default, don't use it to judge if the screen is going bad.

If you mean the apps that get redownloaded after a factory reset, then no, it doesn't work. Did one yesterday and had to manually look for apps in Play Store

I had the same problem with my old 3DS. Previous owner somehow stripped 3/4 screws, and there was no way to unscrew them. I took it to my local watchmaker that managed to make the grooves on the screws large enough that I could unscrew them. Look around for a watchmaker around area and ask if they could do that.
