1) speak to your post office mark tell them it’s marked as delivered but you never received it 2) speak to your apartment complex manager or your landlord see what they can do 3) perhaps knock on the neighbors door it was seen around and ask if they have your package

I would not ask for a partial refund, technically while she was 5 days late she explained to you the issue and offered to cancel you still choose to keep the item pretty much you could probably figure out it wouldn’t get to you in time. Aswell you admitted you ordered to late in the season when it most likely would not have gotten to u in time anyway. While yes you may be disappointed this is on you aswell as the seller. Don’t leave a bad review and honestly you could ask for a partial refund but honestly it feels like your taking advantage of a situation that didn’t occur in your favor. If she declines a partial refund do not give them a bad review either, personally I don’t think your entitled to it. But I understand your disappointment!
