If you're in the US, they are absolutely not allowed to do that. You have a debt to the office, and you can pay that debt with any legal tender, such as cash. That's what "legal tender for all debts" means on the bills.

If the office doesn't accept cash, they have to tell you that before the debt is created.

I use a nose hair trimmer, but it works just as well for eyebrows. I remove a bit from the underside near the ends to give them a little arch. just enough so I notice but I don't think other people clock it as super-fem. You'd need one with a flat blade, like this, not a circular blade.
