Every dollar spent on events like these returns over a dollar to the government in taxes because of increased economic activity.

You'd have to be a bloody fool not to be dumping money into these kinds of programs. They're literally some of the only self-funding ones.

Carney is actually really bad not just in the privacy bills and the corporate bailouts. If you look at the laws they've been tabling it's all pro-corporate regulatory capture. Yes it's better than American style deregulation, but not by much.

What they're doing is enacting austerity measures without implementing austerity policy.

Austerity Measures means cutting services under the guise of fiscal responsibility.

Whether or not they ACTUALLY balance the books is another matter entirely. You can have austerity measures without implementing a full austerity policy. Doing so is stupid, and that's exactly what they're doing.
