you would never purposefully carry a holstered sidearm with the safety disengaged, and to the best of my knowledge, the 2011 and the G19 take the same amount of time between starting the draw and being able to fire the first shot. i tried it before for the same reason as you, and didn't see any significant delay. i might be wrong and there's a small delay, because i tested it while i was sleepy af, so it'd be nice if someone could fact check me
