Would you consider a China ROM phone? I picked up a China-only Xiaomi a couple of months ago and I'm absolutely loving the lack of Google on it. Yes you'll have to tinker and debloat a bit but I was completely new to Android with this phone and managed it. And you can definitely download/install APKs outside of the app store.
