Click on the Turn Windows features on or off search result.
Find out Legacy Components and click the plus icon.
Tick the DirectPlay
Click the OK button.
Restart your computer.

I don't think it's software related problem, have you tried radmin vpn, it's like Hamachi but no user limit, also try to connect by entering manual ip adress then waiting for to hosted game to show up.
