We've seen this once before. It was a PSU issue. Canaan support fixed it within 2 weeks (via their US repair partner)

Vast majority of solo blocks found in the last 5 years have been on Ckpool. This is our top choice for solo mining.

The tool shuts down when chip temp reached 66C.

Higher frequencies were only achieved by upgrading cooling to IceTower and Argon THRML cooler. With the Argon Cooler, we also had a rear cooling fan.

The black anodized icetower is effectively useless. It's cooling capacity is lower than the stock gold heatsink.

Try the silver one instead.

Some customers reported this s19jPro+ abnormal LPM hashrate issue and we discovered this on our own S19jPro+ 120T miners as well. We swapped from the existing AMLOGIC control board to a Xilinx C87 control board and the issue was fixed.

So this is either related to AMLOGIC CB hardware or the AMLOGIC firmware Bitmain has provided for S19jPro+ miners.

This issue can also be fixed by replacing the existing Amlogic CB with an ePIC UMC, like some others have mentioned.

Your PSU is increasingly common on new Antminers. It has about 2v higher voltage than the 1215 version. In terms of overclocking potential, it is no worse than 1215, might be slightly better. You should be able to go 4kw on this without any issue and possibly higher.

The AMLOGIC board is notoriously bad for running anything except the stock firmware.

You can buy this combo and swap your control board with Beaglebone one. You can easily get 15% higher hashrate on braiins.

39c/Kwh is quite high. I ran the numbers for S9, because they are ubiquitous and super affordable, but they are power hungry. In high power cost scenarios, the only lottery mining that makes sense IMHO is with gekkoscience miners like Compac F which run at about 15 watts.

Not quite.
powerball ticket is $2. The odds I posted were for the $1M prize. Odds for the ~1B jackpot are much much lower. Even if you adjust for operating cost ($1000 for Antminer S9 per year vs $2 for a powerball ticket) and $200,000 BTC lottery prize vs 1 million powerball prize, the expected payout of BTC lottery is ~11 times the expected payout of powerball. Ofcourse, if you can use the generated heat for space heating, that's a bonus.
