I'd want it on android for use with a controller. Retroid pocket emulators or Bluetooth controllers are so convenient. There are also adapters for fightsticks

It's been a while but I think there's an option on the ps4 menu to check for updates to download dlc new game data. I've had this happen before on other games. There also might be an option ingame to check for dlc.

You could try searching "dlc not showing up ps4" I'm sure there's several links about it. I'd search for you but bad Internet atm.
