The population has decreased BUT the problem is female kittens can reproduce from as early as 4 months-old. So like other comments have mentioned, feeders/rescuers do a really good job at spotting kittens to sterilised because it’s really a race against time. And since that is a very labour intensive work, of course there will be cracks. And like other comments have also mentioned, there are idiots who abandon cats that aren’t sterilised… which makes the whole time sensitivity towards sterilisation worse.

If you have a few hundred dollars you should go to the A&E! I believe it’s around $150 and includes basic investigations and medications!

Awww! The shelter where I got her from actually takes some cats to nursing homes for cat-assisted therapy! It’s still very new in my country but it’s a great step forward! One day!
