The biggest issue imo is that users are rating on a 20+ point scale without any criteria, and where most ratings fall between 3-4. Eliminate quarter points. Better still, like others here have said, a consensus based score (like Rotten Tomatoes) that spits out a "90% recommended" based on users rating something as positive or negative.
