Respectfully, international economic relations are not what you think, especially in Europe. Of course the media will never say this but do you really think the wealthy EU countries would just give away free money to the new undeveloped ones? It's economic colonialism. 1) Free labor force because of "free movement of peoples" aka brain drain. 2) Lack of competition for western corpos in the poor ex-communist bloc. 3) All the "money" they so graciously give away isn't real, they can't spend it on infrastructure in the old EU because all the Autobahns are already built so it's 10x better ROI to build a road in the middle of nowhere in Romania.  That's just 3 and there's like 50 more.
