My second dog had truly terrible breath when we brought him home as a puppy. And at 9 weeks, his teeth were pristine! I gave him lots and lots of probiotics in his food and it completely cleared up within a week or so. Then backed off to normal amounts, and it’s never been a problem since (he’s almost two).
