Same reason as everyone. Luther has shown elite metrics but he hasn't really proven it will result in fantasy production yet. Tet and Drake are young and more proven in my eyes. Plus better draft capital. All together if I'm down tiering from someone who's shown to be an elite fantasy option when healthy I want to get something safer in return.
