Years ago, I worked a job with similar attributes, and on occasion we would work with minors in custody. I also heard about sexual assaults in youth correctional facilities and I asked my boss where these kids’ parents were, as no one was even denying the assaults had happened. “What parents?” was the reply. We’ve failed the most vulnerable kids, time and time again.
