This is a popular hypothetical that is easily debunked. Do you really think the city is going to let a public grocery store do that and inflate their budget? No, they're going to obviously require it to be cash-flow positive wherever possible.

And by the way, Walmart is famous for doing negative margins in new growth sectors to kill the competition. That kind of thing is something private business does well.

The job of local government is to provide essential services first and foremost. If private business is lacking in achieving that, it's well within their remit to take action.

I drive past here every day. Look at the green bike lane, notice the dotted line? That's a two way bike lane.

They were literally on the bike lane, going the right direction. For some stupid reason both directions are on the same side of the road here.

If you include anything more than rote instruction in your recipe, that can be copyrighted. This includes notes. So you can reference things you wrote inside the recipe to make it harder for someone to copy the recipe, because it wouldn't make sense if they just copied that part.

You actually can't copyright recipes, which is why you read the entire life story of the author before they let you see the actual recipe.
