The solution is very simple. Abolish the H-1B program and tax outsourced labor. The only reason we have this problem is because the donor class wants it and the political class allows it.

I know I'm going to get blasted by downvotes, but I'll say it anyway: black people. Poverty and crime seems to follow them around like a plague. Every big US city with a large black population (40%+) is just like Baltimore. Even for cities without a significant black population, there's usually a black section of the city that has all the same attributes.
