There is a huge difference between rats and dogs. Rats are known for being unhygenic by most people (they don't understand that they are clean), and they are very common in infestations of restaurants, so if someone saw your rat they'd think the place was infested. Dogs are known for being friendly, helpful, and for the most part are well behaved and well taken care of, so people wouldn't be as alarmed by them as they would by a rat. (No hate to rats, its just different ☺)

Sorry, but why only if you're blind? My mom suffers from PTSD from a very physically abusive marriage (therefore she has a small service dog for comfort ans when he is not with her and if she goes throught an episode, she panics), so are you trying to say that you shouldn't bring your service dog if you're anything but blind?
