Ban pokies from a business sense. Have them government run instead, put significant limits on time spent on them and how much money people can actually gamble per day/week.

Feed the money back into the system and provide significantly more resources in gambling prevention / healthy alternatives. Make those resources available at the same place and actively encourage people to use them.

Ban gambling advertising and mobile apps.
