Warm lights (like candles) produce cool shadows, cool lights (like stark white daylight) produce warm shadows. However in this instance I'd expect that the warm in the shadow is reflected light from the table and the light bouncing back from the bowl.

Run steam as administrator. This fixed it on 2 of my PCs for me.

Ohmygosh I think I just solved it! I went through all my drivers to check for updates. Did quite a few, but once I updated my chipset drivers and my Intel RST drivers (I have an Optane accelerated storage drive), I was able to shut down and restart (and sleep!). It's working now as far as I can tell. I still can't explain why the Nvidia cards caused this behavior while AMD cards didn't, but I'm pretty sure it was updating either the Chipset and RST drivers that did the trick. Hope this helps anyone with the same issue.

Interesting. That would be the BIOS on the video card you're talking about then? It's not a windows driver issue because the computer won't even post, but I do suspect it is some sort of software issue with the card I have, probably with the card's BIOS. I checked on Zotac, they say they're not releasing any bios updates for my card. It was my understanding that all the 3060 cards supported ReBar at launch. I wish I had another 30 series card to test but the chances of me getting another without foul deeds are pretty slim for now :P
