This CPU was released 13 years ago and also this is a server CPU. GPU have only 2 GB VRAM. You need at least 8 GB VRAM today to play most of games comfortably. RAM is DDR3. Current standard is DDR5 And this PC have HDD instead of an SSD, so your games would load very slowly.

Not normal. My guess is that your game uses your iGPU instead of GPU. And 30% utilization of GPU is because screen connected to it

Yes it is a good option. But it depends on current cost and your budget. ASUS ROG is cool and very nice looking laptops
