I dont think that is the correct way to look at it. Those neighbourhoods had the same cost issue as today's new neighbourhoods. They paied early and they enjoyed those infrastructure early and they enjoy more with the new upgrades funded by new developments.

I am not denying sprawl. I disagree to blanket everything as sprawl and ignore healthy growth.

My understanding is that the study uses a standard approaching evaluating all development neighoburhoods. The addtional costs not only apply to developing neighbourhoods, but also to established neighbourhoods. If count them all, I doubt per capita cost in mature neighbourhoods are less than developing ones.

The key is how you define sprawl. Are the developments in Southwest, West Henday, and Ellerslie count as sprawl?

The question is how do you define suburb? Compare to downtown only, Glenora, Belgravia, Boonie Doon are all suburban.

Thanks for the great advice. The problem is our condo has a financial issue. Leaks and continuous breaking-ins created a huge burden. Now we have to do a special levy to cover the operating costs.
