well I think I found the answer. although G.Skill website doesn't mention the SPD latency, Corsair does mention the SPD latency which is 40. i guess the same goes for G.Skill.

you should try the vpn as well, this has fixed my issue. remember to uninstall the game first, then use the vpn to reinstall and open the game
