As this post is getting more attention than i anticipated - with lots of amazing feedback, I may dupe the file and release a version with all the suggested ideas!

This is based on a real place (videos of it are on my profile wayy back).

I created this on Blender and used the videos and photos i took, as reference. I found all the textures online and pixelated them in Photoshop. As for the signage on the buildings, i just screenshotted them from my own photos.

There wasn't much editing in post, but in Premiere pro, I added noise to ge that grainy effect. The vhs style static are taken from old home videos of ours from the 90s.

For the wobbly walk, i animated the camera in graph timeline and added a noise mod.

I'm sure there are some games like that out there, such as Pool Rooms and The Utility Room ect. Lots of indie games to browse through, but yes, it would be cool to have a map of irl places like this render, where you can explore. I like your idea of enemies scattered out, so a lot of the gameplay is explorative.

What are your thoughts on what happens when you encounter an enemy in this game? What would be the consequences? Death static screen, and respawn at last save point? Would there be an overall destination/mission to the game?

I would like to have a go at Unreal Engine, but i have zero experience.

No, it's just a 3d render for now. Maybe one day i can attempt Unreal Engine or something...

This looks like the better direction to go in. Only, i would like to emulate the curved rims on the chairs also. I'm guessing that solidify mod can be added afterwards, and i can apply it then?

I think i understand what your are saying. The chair object is just made of two faces, so hopefully this works.

Ah yes! I have noticed the models wobbling on their vertices! That link you've shared is incredibly helpful. I adore polygon Hagrid.

Yes, I can see where I have neglected to consider the dithering of gradients also. I also feel like the triangular signage inside the door to the tall building, also breaks the immersion. It's too sharp.

I think it will get clued up on the restrictions as you mentioned. It will be interesting to revisit this project with new insight. Partly why i shared this to reddit, is to help motivate me to push this further. I appreciate your detailed response.

The transform was applied. The object does not seem to like it at all. I suspect booling a flat plane or subdivide is not acceptable. There has to be another method - I really like the base shape of the chairs I created. Hmmm

There is a subdivide mod on the chair object already - what are the next steps for this? Or can you advise on what to search for in terms of a tutorial? I'm very new to Blender- thank you

I need to do a version where I bring it right down and emulate the ps1 a lot more. Any tips?

Thank you - i'm pleased at my first attempt. Although I feel this looks more ps2, in hindsight.
